The inhabitants of the city of Lacey have adopted the classification of noncharter code city pursuant to Title 35A of the Revised Code of Washington, and determined to reorganize under the council-manager plan of government authorized by Chapter 35A.13 of the Revised Code of Washington. (Res. 243 §1, 1973).
