The required street lights in any commercial or residential subdivision, short subdivision or property development requiring review by the site plan review committee shall be constructed in accordance with the standards for such improvements of the city and, either by separate instrument or part of plat approval, shall be conveyed or dedicated to the city for ownership and maintenance.
