Those certain guidelines and standards entitled “Development Guidelines and Public Works Standards” for the City of Lacey and first published in 1990 as the same have been or are in the future amended by specific action of the city council, shall constitute the official development guidelines and public works standards for use on all development projects within the city and on all development projects located within the city service areas, annexation areas or planning areas to the extent that the city has the authority to require such guidelines and standards.
