The administrative authority and other duly authorized employees of the city bearing proper credentials and identification shall be permitted to enter upon all properties at reasonable times for the purposes of inspection, observation, measurement, sampling and testing, to determine compliance with the provisions of Chapters 13.04 through 13.20.
