It is unlawful for any person to allow water to be wasted at any point beyond the curb-cock or meter by imperfect, faulty or leaking stop-cocks, valves, pipes, closets, faucets or other fixtures and appliances or to use water closets without self-closing valves or to allow any fixtures or appliances to run open for lack of repairs, to permit freezing or to use water for any other purpose other than that set forth in the application upon which charges for water are based, or to use water in violation of the rules and regulations as set forth in this chapter, Chapters 13.32 through 13.44 and 13.56.
