The Thurston County assessor’s office shall consider priority habitats or priority species regulations in determining the fair market value of land. Any owner of an undeveloped area designated as habitat conservation area who has dedicated an easement or entered into a perpetual conservation restriction with the city of Lacey or a nonprofit organization to permanently control some or all regulated activities in said area shall have that portion of land assessed consistent with those restrictions. Such landowner shall also be exempted from special assessments on the controlled area to defray the cost of municipal improvements such as sanitary sewers, storm sewers, and water mains.
