A final plat, short plat, binding site plan, or alteration thereof shall not be recorded and no building permit issued until all required improvements are completed and final approval is granted. Exceptions to this requirement may be granted with the approval of the director of public works as provided for in Section 3.080(C)(1) of the City of Lacey Development Guidelines and Public Works Standards. In addition, the agreement must contain a provision whereby the subdivider will be responsible for the successful operation of all repairs to the improvements for a two-year period following their installation and post with the city a maintenance bond in conformance with LMC 14.20.025.
