The city council shall consist of seven members holding the qualifications and elected pursuant to Title 35A of the Revised Code of Washington and said council shall be the legislative body of the city and have all powers to conduct the affairs of the city as are allowed under the Constitution of the state of Washington and not specifically denied by law or reserved to the city manager.
