The city manager shall be the chief administrative officer of the city and shall have all those powers and duties set forth in RCW Chapter 35A.13, all those powers and duties set forth in this code and in addition shall be the authorized official of the city to sign all contracts and agreements, applications and other official documents on behalf of the city.
