The finance director shall be the auditing officer of the city and shall audit all demands against the city in accordance with the procedure set forth in Chapter 42.24 RCW and regulations of the state auditor. The finance director is further authorized, upon the approval of the city manager, to issue payment of claims prior to city council approval provided all of the conditions and requirements of RCW 42.24.180 have been met.
