Notwithstanding any property tax levy ordinances which may be passed from year to year to the contrary, those property taxes which are collected in years other than the year subsequent to the levy are hereby reappropriated to the funds set forth in the fiscal year budget for the year in which the taxes are actually collected, and all tax levy ordinances passed by the city shall be subject to this section.
