Under the police power of the city, this chapter is intended to enact reasonable regulations governing for-hire vehicles within the city. These regulations are necessary to protect the health, safety and welfare of the citizens of the city who use these vehicles as transportation. (Ord. 1393 §1 (part), 2012).
