A. All persons, associations and corporations shall dispose of all garbage and refuse through the use of licensed garbage and refuse contractors, or by other means approved by the health officer or agent in accordance with the state health standards such as burial, hauling to sanitary landfills, etc.

B. The Thurston County system for solid waste handling and disposal is hereby designated for the disposal of all solid waste generated and/or collected within the city. The city authorizes the county to designate disposal sites for the disposal of solid waste. No solid waste generated or collected within the city shall be diverted from the county’s designated disposal site(s) without the county’s prior approval. Residential self-haul of solid waste generated or collected within or outside of the city is not subject to penalties of this provision. For purposes of this subsection, “residential self-haul” means the transport and disposal of solid waste by individual county residents and not waste handling for a fee or other consideration. The designation of the county for solid waste disposal shall not otherwise affect the city’s programs for and control over solid waste collection, waste reduction and recycling.
