It is unlawful to open a package containing marijuana, usable marijuana, or a marijuana-infused product, or consume marijuana, usable marijuana, or a marijuana-infused product, in view of the general public. A person who violates this section is subject to a civil fine of up to $50.00, not including statutory assessments. City law enforcement personnel shall enforce this section by issuing a notice of infraction. Said infractions shall be processed, and fines paid, in the manner set forth in Chapter 46.63 RCW for the disposition of traffic infractions, with fines assessed and recovered to be paid to the city.
