All complaints or allegations of violations of this chapter shall be referred to the Washington State Human Rights Commission for such assistance as may be rendered by the commission; provided, however, that the referral of complaints or allegations to the commission shall not be deemed to be a waiver of the city’s right or obligation to prosecute an alleged violation pursuant to the terms of this chapter.
