No person shall operate a vessel within a water area which has been clearly marked with buoys, skin diving markers, or some other distinguishing device as a bathing, swimming, skin diving, or other restricted area; provided, that this section shall not apply in cases of emergency nor when the vessel is in support of a diving exercise.
