The city manager may close to vehicular traffic and/or restrict parking on any street or portion thereof within the city to accommodate activities of a public event. Such closure shall be by written order of the city manager describing the street or streets to be closed or restricted, the effective date and length of the closure or parking restriction, and the event or activity involved. No such closure or parking restriction shall become effective until steps have been taken by the city to reasonably inform the public of such closure and/or parking restrictions.
