The following definitions are provided for the sole purpose of proper interpretation and administration of this chapter:

A. “City engineer” means the city engineer or his duly authorized representative;

B. “Person” means any person, firm, association, or corporation;

C. “Public property” means all streets, thoroughfares, alleys, sidewalks, curbs, roads, parking strips, highways, avenues, parkways, bridges, viaducts, public roads, public improvements and other public places within the corporate limits of the city and/or within the jurisdiction of the city when exercising its lawful police power;

D. “Roadway” means a paved, improved or proper driving portion of a public right-of-way designed or ordinarily used for vehicular travel. (Ord. 152 §1, 1970).
