The special connection charge required by Section 13.52.010 shall be at the rate during the calendar year 1990 of $11.80 per foot. The rate of said charge shall be increased on January 1st of each calendar year subsequent to 1990 by an amount equal to the increase in the Engineering News Record Construction Cost Index or by six percent, whichever rate of increase is higher.
