The use of reclaimed water under this chapter shall be considered part of the city’s utility system as defined in Section 1 of Ordinance 1078 of the city of Lacey, and the city elects to exercise all lawful powers necessary to maintain, operate, regulate, control, use and distribute reclaimed water as such authority exists and may be amended in the future.
