There shall be a fifty percent reduction of stormwater charges billed directly to low income senior citizens and low income disabled citizens who apply for such reduction. A senior citizen for the purposes of this section is defined as an applicant who is sixty-two years of age or older. A disabled citizen for purposes of this section is defined as an applicant who has been found to be currently disabled by the Social Security Administration or is a disabled veteran certified by the Veterans’ Administration as having a disability of at least forty percent. A low income applicant means an applicant having a combined disposable income which is less than fifty percent of the median income for Thurston County for a household equal in the number of persons to that of the applicant.
