The library board shall have the following powers and duties, subject to such rules and regulations as may from time to time be prescribed by ordinance:

A. To adopt such bylaws, rules and regulations for its own guidance as it deems expedient;

B. To observe board and commission member interpersonal standards, protocols, and ground rules as established by the city council;

C. To have the supervision, care and custody of library facilities, including the rooms or buildings constructed, leased, or set apart therefor, and library fixtures and grounds;

D. To submit to the city manager’s office, prior to the city’s annual budget submittal deadline, a proposed capital budget request of prioritized building, fixtures, grounds, and other proposed improvements, with supporting detail of the amount of funding necessary for such proposed improvements during the ensuing year;

E. To accept such gifts of money or property for library facility purposes as it deems expedient;

F. To coordinate between the Lacey community development department and the Timberland regional library district the exchange of information relating to local land use and population growth projections in order to facilitate long-range planning for library capital facility needs within the Lacey community and the incorporation of those needs into the city’s annual capital facilities plan update;

G. To do all other acts necessary for the orderly and efficient maintenance and support of library facilities in cooperation with the Timberland regional library district. (Ord. 1457 §3, 2015; Ord. 277 §1 (part), 1973).
