This chapter shall apply to the acquisition and disposal of all supplies, materials and equipment purchased or owned by the city through expenditure of city funds regardless of the source of the funds and shall apply to the acquisition or disposal of city property by all city employees and officials whether elected or appointed or otherwise employed by the city in any official or quasi-official capacity. Provided, however, the city is authorized to purchase supplies, materials, equipment or services from or through the United States government or the government of the state of Washington without calling for bids which would otherwise be required by statute or this chapter.
