There is created a special fund within the funds and budget of the city to be known and designated as the “operating fund of the joint animal control commission” pursuant to that certain intergovernmental agreement for joint animal control operations between the city of Lacey, the city of Olympia, the city of Tumwater, the town of Bucoda and Thurston County.
