An operator’s license shall be good only for the calendar year in which the same is issued. The finance department shall issue to each licensee a sticker showing the description, the number and the location of such machine or device, and the name of the licensee operating such machine or device, and it is unlawful to operate or permit the operation of such machine or device unless it has such sticker thereto attached in a place where the same may be read by the public.
