An undeveloped parcel or lot is one that does not contain structures and has the capacity to be developed for urban uses in compliance with the underlying zoning classification. In addition, for purposes of this code, any lot or parcel or more than one acre in size and containing no more than one single family residence shall also be considered as an undeveloped parcel or lot.
