Any such representative appearing on behalf of the city shall not have any authority to make any commitments or promises binding upon the city unless such commitment has received the prior approval of the city council. If any employee or officer of the city has occasion to appear to give testimony before such bodies in a capacity other than in his official capacity with the city, such officer or employee shall make it clear that he does not speak as an officer or employee of the city, and shall not in any manner enter the city or its concerns into the proceedings.
